Raid Battles are the only way to catch a Legendary Pokemon in Pokemon GO. 通常は, Niantic is releasing one Legendary Pokemon through Raid Battles but because of the success of the recently ended Summer Tour 2018 イベント, multiple Legendary Pokemon has become available.
