Unfortunately, you won’t be allowed to interact with hired hooligans in City of Gangsters. After hiring them to join you, you’re only allowed to make him as a manager of one of your activities, or create a route for him to help with the production, collect envelopes, and more. Hired Hooligans just become normal members of your crew after hiring them, as far as we can tell.
